Yes, if 5 V provides enough compliance voltage for your laser.
Connect both VSI and VSL to 5 V. Adjust VSET according to the laser operating voltage while respecting the required VSL - VSET voltage drop.
If the laser requires a higher compliance voltage, keep VSI at 5 V and power VSL from a separate higher-voltage supply.
